Lore ha scrittoAs a couple posters have mentioned, we're planning to remove the Test of Valor step from the Legendary chain (No plans to remove Test of Valor prior to 6.0). Nearly everything that previously was purchased with Valor (or Justice) will now be purchased with gold instead (including Heirlooms). The only exception I'm aware of is Item Upgrades.
Regarding item upgrades, those are being converted to use Lesser Charms of Good Fortune as currency instead of Justice or Valor. Gear that's already been upgraded will keep its current upgrade status. The only change is that, if you want to upgrade another item, you'll spend Lesser Charms instead of Valor.
Aside from item upgrades (which will only be available on Mists of Pandaria items), and Warforged Seals (which will only function in Siege of Orgrimmar), we have no additional plans for Lesser Charms. We're not carrying over the Item Upgrades system to new gear added in Warlords of Draenor. We are, however, continuing to support it for the gear it's already available on from Mists of Pandaria.
One other related change worth mentioning is that the turn-in quest for Warforged Seals is having its weekly restriction lifted in 6.0, so you can get as many Warforged Seals as you have charms for!
How many Lesser Charms will each upgrade cost?
It's currently set to 50 Lesser Charms per upgrade, but that number isn't set in stone. There are no additional caps being added for upgrades. Keep in mind that you can only upgrade each item a limited number of times.
